Minimum Occupation Period (MOP)
From the day you pick your keys, you are subject to a Minimum Occupation Period which usually lasts five years. Before the Minimum Occupation Period is up, you’ll be forbidden to do the following:


  • Sell your flat on the open market
  • Rent out your whole flat
  • Invest in private property, whether in Singapore or overseas

While the MOP is generally 5 years, there are some exceptions. This table helps you to figure out how long your MOP will be.

           Minimum 7 days before seller can issue Option to Purchase.


                  Please get ready the following items :


                             ■ Resale flat address

                             ■ All sellers'/ buyers' NRIC numbers

                             ■ Email addresses of all sellers'/ buyers'

                             ■ Contact details of one seller/ buyer

                             ■ Salesperson's NRIC number,
                                CEA registration number,
                                Estate Agent license number and
                                contact information.

                             ■ A scanned copy of the
                                Estimated Sale Proceeds Calculation 

                                 and

                                Sales Financial Plan    or      Resale Financial Plan
                                for the next purchase
                                (applies only to sellers who plan to buy another HDB flat
                                  Obtained an HLE   HDB Loan Eligibility   Letter    ).

                                 IMPORTANT:
                                 Resale Checklist serial number
                                 will be sent to the Seller's e mail address
                                 after Agent's Submission.

                                 IMPORTANT: 
                                 SELLER to Login with Singpass On the NEXT DAY
                                 RETRIEVE COMPLETED CHECKLIST
                                 Review, Confirm All information are correct,
                                 ENDORSE and SUBMIT the Resale Checklist 
                                 IMMEDIATE WITHIN NEXT DAY
                                 with Resale Checklist serial number
                                 that will be sent to the Seller's e mail address
                                 on the next day after Agent's Submission.

                                  Important Notes:

                                  Sellers can only grant the Option to Purchase
                                  at least 7 days after completing and submitting
                                  the checklist to the HDB.

                                  The checklist serial number is required
                                  when submitting the resale application.

                                  If you are not able to submit your resale application
                                  within 6 months
                                  after the date the checklist is completed,
                                  you will need to resubmit a new checklist.

                                  This is to ensure that
                                  sellers are aware of the latest policies
                                  on selling an HDB flat.


                                  All sellers and their salesperson, if any,
                                  are required to sign on the completed checklist
                                  during the First Appointment.

                                  The completed checklist will be
                                  printed by the HDB for your signing.


PROCEED TO ADVERTISEMENTS SALE AND MARKETING ACTIVITIES

Bank needs Valuation Report before issue LETTER OF OFFER

Buyer needs
  • 7 days after RESALE CHECKLIST 
  • HLE / LETTER OF OFFER 
before Exercise OTP

Buyer should do the Resale Application Registration First.

VALUATION

  • The Purpose of the valuation is for buyer to apply for a housing loan or use CPF monies for the flat purchase.
  • Buyers who have sufficient cash to pay for a flat purchase in full do no need a valuatiion.

  • After Requestor put up an Application for Valuation online via hdb.gov.sg
  • Valuer will contact Owner and visit for a 10 minutes photo taking inspection.
  • Requestors/Buyers please download your Valuation Report from My HDBPage Login Panel with your Singpass in 5 days time.
