QUICK SUMMARY - BUYER  :

Step 1 Access Loan Eligibility - Get HDB HLE or Private Bank's Letter of Offer (AIP)

Step 2 log in to the HDB portal with Singpass
Buyer submits Intent to Buy
Seller Submits Intent to Sell
Forward both documents to the Agent for preparation of OTP.

Step 3 Buyer confirms intention by paying to the seller a non-refundable  S$1,000/=   Option Fee.

Step 4 Seller Accept buyer's offer,  Sign, and Issue a 21 days Option to Purchase.

Step 5 Buyer arranges for a valuation and HLE or Bank loan AIP/Letter of Offer.

Step 6 Buyer exercises Option within 21 days from Step 3 by paying another S$4,000/= to the seller. 

                 TOTAL OPTION FEE DEPOSIT:  S$5,000

( if this step is not completed,  the whole case is void, and S$1,000 will be forfeited by the seller.)

( if the same buyer comes back a few days later and wishes to proceed,  it will be considered a fresh brand new case.)

Step 7 Proceed for HDB Registration. 

Step 8 Inspecition:  one day before completion, Passover keys if without extension.

Step 9 Completion at Toa Payoh HDB Hub:

All The agents are NOT allowed to attend.

SELLER submits Town Count stamped last bill settlement  (*IMPORTANT:  without this cannot take cheque)
SELLER takes the Final  Cashier Order.

BUYER buy Fire Insurance, Pay to HDB  pay HDB Legal Fee and all necessary calculations by HDB
BUYER takes keys.

Further Restrictions on PR’s Ownership of HDB Flats

PR’s have to fulfill 3 full years of PR before they are allowed to purchase a HDB property on the resale market. This rule applies to all owners as well as occupiers.

Once you found an ideal unit, you need to confirm carefully the following :

HDB      Ethnic Integration Policy and SPR Quota

           Ethnic Group Eligibility       EIP and SPR Quota

hdb       BEFORE issuing a deposit in exchange for an OTP,  login to your HDB portal with your SingPass,  submit the 'Intent to buy"



                  Please get ready the following items for registration:

                             ■ Resale flat address

                             ■ All sellers'/ buyers' NRIC numbers

                             ■ Email addresses of all sellers'/ buyers'

                             ■ Contact details of one seller/ buyer

                             ■ Salesperson's NRIC number,
                                CEA registration number,
                                Estate Agent license number and
                                contact information.

                             ■ A scanned copy of the
                                Estimated Sale Proceeds Calculation
                                ( for seller )

                                 and

                                Sales Financial Plan    or      Resale Financial Plan
                                for the next purchase     ( for buyer )
                                (applies only to sellers who plan to buy another HDB flat
                                  Obtained an HLE   HDB Loan Eligibility   Letter   
                                  or LETTER OF OFFER / APPROVAL IN PRINCIPLE if private bank loan ).

                                 IMPORTANT:
                                 Resale Checklist serial number
                                 will be sent to the Seller/Buyer's e mail address
                                 after Agent's Submission.

                                 IMPORTANT: 
                                 SELLER/BUYER  to Login with Singpass On the NEXT DAY
                                 RETRIEVE COMPLETED CHECKLIST
                                 Review, Confirm All information are correct,
                                 Endorse and SUBMIT the Resale Checklist 
                                 IMMEDIATE WITHIN NEXT DAY
                                 with Resale Checklist serial number
                                 that will be sent to the Seller/Buyer's e mail address
                                 on the next day after Agent's Submission.

                                  Important Notes:

                                  Sellers can only grant the Option to Purchase
                                  at least 7 days after completing and submitting
                                  the checklist to the HDB.

                                  Buyers can only Exercise the Option to Purchase
                                  at least 7 days after completing and submitting
                                  the checklist to the HDB.

                                  The checklist serial number is required
                                  when submitting the resale application.

                                  If you are not able to submit your resale application
                                  within 6 months
                                  after the date the checklist is completed,
                                  you will need to resubmit a new checklist.

                                  This is to ensure that
                                  sellers/buyers are aware of the latest policies
                                  on selling an HDB flat.


                                  All sellers/buyers and their salesperson, if any,
                                  are required to sign on the completed checklist
                                  during the First Appointment.

                                  The completed checklist will be
                                  printed by the HDB for your signing
                                  during 1st Appointment.

                         

                                  Buyers are to discuss with sellers
                                  on attendant issues (if any) of the flat
                                 (  e.g. renovations made,
                                    illegal money lending problems etc.)
                                 and abide by the terms and conditions
                                 for the sale and purchase of the flat.



  • The Purpose of the valuation is for buyer to apply for a housing loan or use CPF monies for the flat purchase.   
  • Buyers who have sufficient cash to pay for a flat purchase in full do no need a valuatiion.
