HDB Subletting Regulations 

To Rent Out HDB Flat ,

Non Citizen ( PR / Foreigners ) Flat Owners
need to get PRIOR APPROVAL from HDB.

Minimum Subletting period:  6 months
Maximum No of Tenants allowed:  Not more than 6 pax for non family.

Both the Singapore Citizen /  Singapore PR   Flat Owners
and sub Tenants need to

1.  Check flat owners' eligibility  and responsibilities to Subletting

2.  Before looking for a Tenant and Signing TA with Sub-Tenant,
     Landlord Need to check
     if You can sublet your flat to 
     Singaporean, Malaysian or Non-Malaysian subtenants.

     Non-Citizen ( NC )  Subletting Quota in the block and neighbourhood 

     Maximum Number of Subtenants :
     1 room and 2 room      Not more than 4 people
     3 room                         Not more than 6 people
     4 room and bigger       Not more than 6 people

                                         Leasing and Subletting Residential Property:

                                         Not more than 8 people
                                         Not < 6 months
                                         No internal partitioning works
                                         Only 1 single Tenancy Agreement per residential unit


3.  TENANT'S ELIGIBILITY AND RESPONSIBILITIES

     Before start finding a HDB flat to rent,
     Tenants need to ensure your FIN are valid
     which the flat owners is going to check
     from these two govt websites
     with their NRIC and Singpass
     before they can accept you as their
     legal tenants.

                ICA       Immigration and Checkpoint Authority
                             to confirm your valid entry to Singapore

                MOM     Ministry of Man Power
                              to check if your
                              Employment Pass / S Pass / Work Permit are valid,



4.  ANNEX A or ANNEX B ( Corporate Lease ) 

     After the Landlord has secure a tenant
     and the tenant has confirm a unit,
 
     the sub-tenant needs to complete fill in all relevant details
     in the      SECTION A of ANNEX A 
     or the      SECTION A of ANNEX B  ( For Coporate Sub-tenants )

     with all passes
     to be verified by the Landlord upon signing the TA.
     ( Sub-Tenant also need to supply all necessary photocopies of
       NRIC / FIN / E pass / S pass / W permit / Dependent Pass etc to Flat Owner. )

     for corporate subtenants use    ANNEX B

     the sub-tenant needs to supply   ANNEX A   or   ANNEX B to the Landlord
     for application for approval to Sublet from the authority.

     the sub-tenant needs to update Landlord instantly
     for any change of the facts and details in ANNEX A or ANNEX B
     during the term of leasing.

5.   APPLICATION FOR SUBLETTING OF WHOLE FLAT

      Upon Securing a Tenant and TA Signed, or each Renewal of TA,
      Landlord or POA needs to submit these forms to
      HDB Branch Office of your respective town 
      personally with NRIC or POA Documents:
  • .pdf     ANNEX A     or     ANNEX B    with  
  •          all    Sub Tenants’ Particulars 
  •          and  Registered Housing Agent's Particulars ,
  •          make a payment of  S$20/= administrative fee and 
  •          get a receipt from HDB Branch.


    Immigration status of non-citizen subtenants may be verified
    using the Immigration & Checkpoints Authority's iEnquiry website.
    You may also check the Employment Pass and S Pass validity using MOM’s website.



    6.  Change of Subtenants

         During the tenancy terms,
         if there is any changes of
         occupants of the Subtenants,
         Subtenant needs to fill up details in ANNEX A
         and submit to Owner with FIN Documents.

         Owner need to do an online update with HDB
         Application for Change of Subtenants online.
